When you need an asbestos survey
Legal requirement under the Control of Asbestos Regulations 2012: any property built or refurbished before 2000 is presumed to contain asbestos until proven otherwise. A Refurbishment and Demolition (R&D) survey is mandatory before disruptive works that will break asbestos-containing materials — typical triggers: removing artex ceilings, ripping out kitchens, removing wall and floor tiles, taking up old vinyl sheet flooring, demolishing internal walls, removing pipe lagging, taking off soffits or eaves boarding, and any roof or chimney work. Builders refusing to start without an R&D survey are acting correctly — proceeding without one risks HSE prosecution and serious health exposure.
Survey types and costs
Management survey (£180–£350): visual inspection, identifies and samples any obviously suspect materials (artex, vinyl tile, pipe lagging, AIB ceiling), suitable for ongoing occupancy and confirms what is safe to leave undisturbed. Refurbishment & Demolition survey (£400–£900): intrusive inspection including lifting carpets, opening boxing, accessing roof voids and under-stairs cupboards, with multiple samples to laboratory analysis under UKAS-accredited methodology. Required before any disruptive works. Whole-house R&D evidence pack (£600–£1,800): R&D survey plus written removal method statement, contractor briefing pack, scaled drawing of asbestos locations, laboratory certificates. Standard on whole-house refurbishments and major extensions.
Common London asbestos locations and removal cost
Textured ceilings (artex): £400–£1,200 per room to remove under controlled conditions. Vinyl floor tiles with bitumen adhesive: £15–£35 per m². Asbestos insulating board (AIB) ceilings: £35–£80 per m² requires licensed contractor. Pipe lagging: £80–£250 per linear metre. Cement asbestos roofing or soffits: £25–£60 per m². Eaves and bargeboards: £400–£900 per house. Removal must use a contractor licensed by the HSE (for AIB, pipe lagging, sprayed coatings) or a notified non-licensed work (NNLW) contractor (for textured ceilings, cement, floor tiles). Always check licence status before commissioning.
