Does hard landscaping need planning permission in London?+

Front garden hard landscaping is the key area. Under Schedule 2, Part 1, Class F of the Town and Country Planning (General Permitted Development) (England) Order 2015, covering more than 5m² of front garden with an impermeable surface is not permitted development — you either need planning permission or must use a permeable material (permeable block paving, resin-bound gravel, open gravel) or ensure run-off drains to a border or soakaway on the property. Rear garden hard landscaping (patios, paving) is generally permitted development as long as it does not change the ground level by more than 300mm relative to adjoining land. Raised terracing or decking over 300mm at the edge requires planning. Conservation areas may impose additional restrictions through Article 4 Directions.

How much does garden landscaping cost in London?+

A small city garden transformation (30–50m²) typically runs £12,000–£25,000 including paving, raised planters and fencing. A mid-size London garden (60–90m²) with a patio, lawn, planting and boundary walls costs £20,000–£45,000. A large rear garden with terracing, water feature, garden lighting, retaining walls and mature planting: £40,000–£80,000+. Cost is driven primarily by material selection (porcelain vs sandstone vs concrete) and the amount of hard landscaping relative to soft.

How long does garden landscaping take in London?+

A small garden project (under 50m²) typically takes 2–3 weeks on site. A medium garden (60–90m²) with significant hard landscaping runs 3–5 weeks. A large, complex project with retaining walls, drainage systems and significant soft landscaping can take 6–8 weeks. Add 2–4 weeks for design and planning sign-off before work begins. Weather is the main variable — groundworks and concrete pours cannot proceed in frost.

What drainage requirements apply to London garden landscaping?+

The London Plan Policy SI 13 and drainage requirements under the NPPF require that development manages surface water using Sustainable Drainage Systems (SuDS) principles. In practice, for front garden driveways and large impermeable areas, you must demonstrate that run-off is managed on site — typically via a soakaway (infiltration testing required under BS EN ISO 22282), permeable paving, or rain gardens and planted borders that intercept flow. For rear gardens, impermeable patios should have drainage falls (minimum 1:60 gradient) directing water away from the house and to a point where it can infiltrate or discharge to a surface water drain (not a foul drain, which is an offence under the Water Industry Act 1991). Building regulations (Part H) apply to any new drainage connection.

Does garden landscaping involve the Party Wall Act?+

The Party Wall etc. Act 1996 can apply to landscaping works in three scenarios. First, if you are building or raising a boundary wall that sits astride (on) the boundary line, Section 1 notices must be served on adjoining owners. Second, if you are excavating within 3 metres of a neighbouring building's foundation to a depth below its foundation level (Section 6 notice). Third, any structural work to an existing party wall or fence wall. A retaining wall along a shared boundary is the most common trigger — if the wall is within or on the boundary, formal Party Wall notices and an agreement are required. Timber panel fences simply bolted to existing posts are not covered by the Act.

Can I combine a garden office with landscaping?+

Yes — and it is often more cost-effective to do both together since groundworks, drainage, electrics and fencing are shared scope. A garden office (typically a permitted development Class E outbuilding, subject to being single storey, under 4m high and not exceeding 50% of curtilage) can be designed as part of the overall garden layout with connecting paving, planting and boundary treatment. Running a dedicated electrical circuit, data and drainage connection from the main house is far cheaper when the garden is opened up for landscaping than as a standalone job. Planning requirements for garden offices in conservation areas and listed buildings must be checked separately.
