RICS Professional Statement 'Whole life carbon assessment for the built environment' (2nd ed Sept 2023) defines methodology. Reference study period 60 years (residential). Functional unit kgCO2e/m² GIA (gross internal area). Modules: A1–A3 product stage (extract, transport-to-factory, manufacture); A4 transport-to-site; A5 construction + on-site waste; B1 use; B2 maintenance; B3 repair; B4 replacement (e.g. roof at 40 years, kitchen at 20); B5 refurbishment; B6 operational energy (regulated); B7 operational water; C1 demolition; C2 transport; C3 waste processing; C4 disposal; D beyond-life reuse/recycling benefits (reported separately, not netted).
When required + cost
Mandatory: GLA (London Plan Policy SI 2) for referable applications (50+ residential units, 30m+ height) — full WLCA pre- + post-construction. Camden Local Plan Policy CC2 requires WLCA for major developments (10+ units) since 2022. Islington + Westminster + LBHF increasingly require for any application 5+ units or sensitive sites. RIBA 2030 Climate Challenge — voluntary architect commitment with targets 625 kgCO2e/m² (domestic) 970 (offices) etc. Cost: simple extension £1,850–£2,850; full house renovation £2,850–£4,850; new dwelling £4,850–£9,500. Practical use in design
WLCA at RIBA Stage 2 informs concept design (orientation, massing, structural choice). RIBA Stage 3 + 4 detail design refines spec (concrete mix, insulation type, glazing system). Stage 5 construction verifies via product EPDs + delivery records. Stage 6 handover reports actual vs predicted. Key levers identified: (1) substructure mix (GGBS replacement); (2) structural frame (timber vs steel vs concrete); (3) façade glazing ratio + system; (4) insulation type (mineral vs petroleum-based); (5) finishes specification.
