Gateway 2 — pre-construction approval (HRB only)

BSR decision 8 weeks (extendable). Fee £20,000–£85,000. No occupation permitted until G3 approval issued. Post-G3: building registered + Accountable Person + ongoing safety case maintenance required throughout life.
